Apache Web Server sends wrong Last-Modified header for newly uploaded files -

I am running Apache Web Server 2.4 on Windows 2012. Recently I have found that Apache always returns the wrong last modified header, always provide the current date instead, however, if I write something in a file, or just use the parrors

 < Code> go- hair item-r *. * | {$ _ Last Writetime = $ B for each object; }

Then the last-modified headers go back to normal. What is the reason? I am updating website documents by uploading the replacement of files and then unconnecting it in the document root. Apache is run under its own user account, in which document type is not allowed on the root.

UPDATE

Once I've switched from WinRar to 7zip for packing / unpacking
