By default, Sitemesh uses the following logic:

1. What page meta decorator tab ?
2. Is the page set to a frame? If so, do not apply decorator
3. From the top, what is the page "pageOne = true" Or if the page is two and three? If so, then use that JSP page

In this case, you only provide the parameters to apply the rule.
