Wordpress, add an option for all plugins in plugins page -

In / wp-admin/plugins.php, I want to add an option after the "edit" "active" settings. , But I want to create a link for all the plugins, not just the current one probably after every one "Report a problem", which then does something about how to use jQuery to do this outside of Wordpress I am thinking, but I was thinking that anyone could think of it in another way.
