You can use Windows Media. Capture API to get video from either Javascript or Net in a Windows Phone Runtime app. See and complete JavaScript code for sample code.
Once you record a video, you can upload it to a web service with the Windows.Web.Http.HttpClient API. See for a walkthrough.
