How to read installed Apps permission and modify a single permission without root in android -

I have to explicitly disable the permissions for installed apps and android from the memory file Permission_INTERNET is programmatic in any way to do it.

I did a lot but I can only read the permissions restored and how to modify it without root. Please help me fix this.

It can not be possible for normal mobile we can try this same routed mobile But still we can get permission from other apps in our app without root. For example, just watch.
